Правило 22

That each of the bishops should manage the affairs of his own diocese, and not go to another to perform ordination or do anything else that belongs to bishops without the consent of the local bishop.
Let the bishop not invade a foreign city that is not subordinate to him, as well as a village that does not belong to him, for consecration, and let him not install presbyters or deacons in those places that are subordinate to another bishop, unless with the consent of the local bishop. If anyone dares to do this, then let the ordination be invalid and let him himself be subjected to the penance of the Council.

Ἐπίσκοπον μὴ ἐπιβαίνειν ἀλλοτρίᾳ πόλει τῇ μὴ ὑποκειμένῃ αὐτῷ, μηδὲ χώρᾳ τῇ αὐτῷ μὴ διαφεροῦσῃ, ἐπὶ χειροτονίᾳ τινός, μηδὲ καθιστᾶν πρεσβυτέρους ἢ διακόνους εἰς τόπους ἑτέρῳ ἐπισκόπῳ ὑποκειμένους, εἰ μὴ ἄρα μετὰ γνώμης τοῦ οἰκείου τῆς χώρας ἐπισκόπου. Εἰ δὲ τολμήσειέ τις τοιοῦτον, ἄκυρον εἶναι τὴν χειροθεσίαν, καὶ αὐτὸν ἐπιτιμίας ὑπὸ τῆς συνόδου τυγχάνειν.
