That a person excommunicated by his bishop can only be resolved by the same bishop or the Council.
If someone has been excommunicated by his bishop, others must not accept him before he is accepted by their bishop. Or when the Council meets and he, speaking, is justified and convinces the Council to make a different decision about him. This definition also applies to the laity, elders, deacons and all members of the clergy.

Εἴ τις ὑπὸ τοῦ ἰδίου ἐπισκόπου ἀκοινώνητος γέγονε, μὴ πρότερον αὐτὸν παρ᾽ ἑτέρων δεχθῆναι, εἰ μὴ ὑπ᾽ αὐτοῦ παραδεχθείη τοῦ ἰδίου ἐπισκόπου, ἤ, συνόδου γενομένης, ἀπαντήσας ἀπολογήσεται, πείσας τε τὴν σύνοδον, κατεδέξοιτο ἑτέραν ἀπόφασιν. Ὁ αὐτὸς δὲ ὅρος ἐπὶ λαϊκῶν, καὶ πρεσβυτέρων καὶ διακόνων, καὶ πάντων τῶν ἐν τῷ κανόνι.
