On the admissibility of only “peaceful” letters, and not “representative” letters for the poor.
We have determined that all the poor and those in need of help, upon verification of their poverty, must travel only with peaceful church charters, and not with representative ones. For letters of representation should only be given to persons under suspicion.

Πάντας τοὺς πένητας καὶ δεομένους ἐπικουρίας, μετὰ δοκιμασίας ἐπιστολίοις, εἴτουν εἰρηνικοῖς ἐκκλησιαστικοῖς μόνοις, ὁδεύειν ὡρίσαμεν, καὶ μὴ συστατικοῖς· διὰ τὸ τὰς συστατικὰς ἐπιστολὰς προσήκειν τοῖς οὖσιν ἐν ὑπολήψει μόνοις παρέχεσθαι προσώποις.
