On the abdication of a bishop from his see, and on the deprivation of the bishopric of a bishop who is absent from his diocese for more than 6 months without a good reason.
Because of the strife and turmoil occurring in the Church, it is necessary to determine the following: not to appoint a bishop for that Church, the primate of which is alive and remains in his rank, unless he voluntarily renounces the episcopate. And in fact, it is first necessary to complete the canonical investigation of the guilt of the one who is supposed to be deprived of the bishopric, and after his deposition, another should be elevated to the bishopric in his place. If any bishop, remaining in his rank, does not want either to renounce his episcopacy or to be the shepherd of his people, but, having left his episcopal region, lives in another place for more than 6 months, although he is not restrained by either an imperial order, or the service entrusted to him by the patriarch, or a serious illness that has confined him to bed, then such a one who has retired from his bishopric and lives in another place for more than 6 months, while he is not prevented by any of the for the above reasons, may he be completely deprived of his episcopal honor and dignity. For the Holy Council determined that anyone who neglects the flock entrusted to him and lingers in another place for more than 6 months should be completely deprived of the bishopric to which he was elevated for the sake of shepherding, and another would be elected to his episcopal place in his place.
