On the prohibition for bishops to use the income of the bishopric for the construction of buildings for their own needs under the guise of monasteries.
We see that many of the bishoprics are in decline and in danger of being completely destroyed, because their primates have turned the care and concern necessary for them to the construction of new monasteries and, destroying the bishoprics and plotting the appropriation of their income, are making efforts to multiply the monasteries. Therefore, the Holy Council determined: none of the bishops is allowed to build their own new monastery to the detriment of their bishopric. If anyone is convicted of daring to do this, then he himself will be subjected to the appropriate penance, and what he has newly created, since it has not even received the correct beginning of the monastery, should be transferred to the bishopric as the property, for nothing that is done lawlessly and disorderly should be preferred to that which arose according to the rules.

Πολλὰς τῶν ἐπισκοπῶν ὁρῶμεν καταπιπτούσας καὶ ἀφανισμῷ τελείῳ κινδυνευούσας παραδίδοσθαι, ὅτι περ οἱ τούτων προεστηκότες τὴν περὶ αὐτῶν φροντίδα καὶ ἐπιμέλειαν εἰς νεουργίας μοναστηρίων καταναλίσκουσι, καὶ ταύτας διασπῶντες καὶ τὸν σφετερισμὸν τῶν εἰσόδων ἐκμηχανώμενοι, τὴν ἐκείνων ἐπαύξησιν πραγματεύονται. Ὥρισεν οὖν διὰ τοῦτο ἡ ἁγία σύνοδος, μηδενὶ τῶν ἐπισκόπων ἐξεῖναι μοναστήριον ἴδιον ἐπὶ καταλύσει τῆς οἰκείας ἐπισκοπῆς νεουργεῖν. Εἰ δέ τις φωραθείη τοῦτο τολμῶν, αὐτὸν μὲν τῷ προσήκοντι ἐπιτιμίῳ καθυποβάλλεσθαι, τὸ δὲ νεουργηθὲν ὑπ᾽ αὐτοῦ, ὡς μηδὲ τὴν ἀρχὴν μοναστηρίου δίκαιον ἀπειληφός, ὡς ἰδιόκτητον τῷ ἐπισκοπείῳ προσκυροῦσθαι. Οὐδὲν γὰρ τῶν παρανόμως καὶ ἀτάκτως παρυφισταμένων, τὸ πρόκριμα τῶν κανονικῶς συνισταμένων ἀποφέρεσθαι δύναται.
