That controversial cases arising between members of the clergy can only be resolved in church courts. On the possibility for clergy in exceptional cases to petition the emperor for the appointment of an episcopal court.
It was desirable for anyone who asked the emperor to consider his case in public courts to deprive him of his degree. If he asks the emperor for episcopal court, let nothing hinder him.

Ἤρεσεν, ἵνα ὁστισδήποτε ἀπὸ τοῦ βασιλέως διάγνωσιν δημοσίων δικαστηρίων αἰτήσοι, τῆς ἰδίας τιμῆς στερηθείη· ἐὰν δὲ κρίσιν ἐπισκοπικὴν ἀπὸ τοῦ βασιλέως αἰτήσοι, μηδὲν αὐτῷ ἐμποδίσοι.[1]
