On the prohibition (under threat of excommunication) for bishops to address the imperial court only with the consent of the primacy bishop or metropolitan, and after receiving a special letter to do so.
It was desirable that anyone who wished to go to the imperial court should have confirmation of this in a letter of release addressed to the Roman Church. Therefore, if someone who took a letter of release only to Rome, keeping silent about the matter for which he needs to go to court, wants to go to court directly, he will be excluded from communication. If there, in Rome, the need unexpectedly arises to go to the court, let him announce this matter to the Roman bishop and bring with him a letter from the same Roman bishop.

If the day of Easter of the current year is not yet known, let the day of Easter of the past year be indicated, just as it is customary to write “after the consulate” on civil documents.

Ἤρεσεν, ἵνα, ὁστισδήποτε πρὸς τὸ κομιτάτον πορευθῆναι θελήσοι, ἐν τῇ ἀπολυτικῇ τῇ ἐπὶ τὴν ἐκκλησίαν Ῥώμης πεμπομένη κατάδηλος γένηται, καὶ ἵνα ἐκεῖθεν ἔτι μὴν ἀπολυτικὴν λαβῃ ἐπὶ τὸ κομιτάτον.
