That no bishop will arbitrarily extend his rights to any nation (territory) that is de facto under the authority of another bishop.
It was convenient: bishops who demand back the people who, as they believe, belong to their see, and do this not through the court of bishops, but by seizing the people belonging to another bishop, whether the people want it or not, let them suffer damage in this. And if anyone has done this when the matter between the bishops has not yet ended in agreement, but they are still arguing about it, let the one who has been proven to have entered there bypassing the ecclesiastical judges be removed from there. And let no one deceive himself by the fact that he received charters of ownership from the leading bishop: whether he has charters or not, let him come to an agreement with the bishop who holds the area for himself, and receive the charters from him, so that it is clear that he received the church under his control peacefully. If he initiates a case in response, let it be decided by a court of bishops, whom either the leading bishop will give to them, or they themselves, by mutual agreement, will choose from their neighbors.

Ὁμοίως ἤρεσεν, ἵνα, οἱοιδήποτε ἐπίσκοποι τὰ πλήθη, ἃ νομίζουσι τῷ θρόνῳ αὐτῶν ἀνήκειν, μὴ οὕτως ἀναζητῶσιν, ὥστε ἄλλων ἐπισκόπων κρινόντων τοῦτο πράττειν, ἀλλ᾽ ὑπὸ ἑτέρου κατεχομένοις ἐπέλθωσι τοῖς λαοῖς, εἴτε θέλουσιν, εἴτε μὴ θέλουσι, τοῦ ἰδίου πράγματος τὴν ζημίαν ὑπομείνωσι.
