That the presbyter can release a repentant sinner only in case of extreme necessity and in the absence of the bishop. The fact that great sinners, after the expiration of the time assigned to them for repentance, receive forgiveness publicly before the church gates.
The time of repentance for those who repent, depending on the type of sins, is appointed by the decision of the bishops. The presbyter, without the knowledge of the bishop, should not permit the penitent, unless it is forced in the absence of the bishop. If the crime of the penitent, no matter who he is, is public and known to everyone, disturbing the entire Church, then you should lay your hand on him before entering the temple.

Ὥστε τοῖς μετανοοῦσι, κατὰ τὴν τῶν ἁμαρτημάτων διαφοράν, τῇ τῶν ἐπισκόπων κρίσει τὰς μετανοίας ἐν καιρῷ ψηφίζεσθαι· πρεσβύτερος δὲ παρὰ τὴν γνώμην τοῦ ἐπισκόπου, μὴ καταλλάσσῃ μετανοοῦντα, εἰ μὴ δ᾽ ἂν ἀνάγκης συνωθούσης ἐν τῇ ἀπουσίᾳ τοῦ ἐπισκόπου· οὗ τινος δήποτε δὲ μετανοοῦντος, εἰ πούβλικον καὶ τεθρυλλημένον ἐστὶ τὸ ἔγκλημα, τὸ σύμπασαν τὴν ἐκκλησίαν κινοῦν, πρὸ τῆς ἁψῖδος τούτῳ ἡ χείρ ἐπιτεθῇ.[1]
