However, let it be examined that it was not because of a quarrel, or dissension, or any similar weakness of the bishop that they were excommunicated. So, in order to carry out a proper investigation, it was recognized as good to convene Councils twice a year every year in each metropolitan region, so that all the bishops of the region, having gathered together, jointly carried out similar investigations. And thus those who are generally recognized to have sinned before the bishop are all justifiably considered disfellowshipped until the bishops jointly decide to make a more lenient decision about them. Let the councils take place: one - before Pentecost, so that after the abolition of all disagreement a pure gift will be brought to God, and the second - around the autumn time.
