On the educational qualifications of candidates for bishops.
Since we promise God during psalmody: I will learn Your statutes, I will not forget Your words (Ps. 119:16), then it is saving for all Christians to observe this, and especially for those clothed with priestly dignity. Therefore, we determine: anyone who will be elevated to the rank of bishop must certainly know the Psalter so that he can teach his entire clergy from it. The Metropolitan must carefully test the appointed one, whether he can zealously, and not superficially, study the sacred rules, the Holy Gospel, the book of the divine Apostle and all Divine Scripture, as well as live according to the divine commandments and teach the people entrusted to him. The essence of our hierarchy is the words given to God, that is, the true knowledge of the divine Scriptures, as the great Dionysius showed. If the one being appointed contradicts and does not express a joyful readiness to do so and teach, let him not accept ordination, because God said through the prophet: Since you have rejected knowledge, I will also reject you from serving Me as a priest (Hos. 4:6).
