The fact that the Council of Bishops represents the 1st instance in disputes about the boundaries of regions
Together with all the others, we also renew the rule that defines: village or rural parishes in each Church must invariably remain with the bishops who own them, and especially if they, having held them for 30 years without the use of violence, ruled them. If during these 30 years any dispute has occurred or will occur because of these parishes, then those who say that they were treated unfairly regarding the parishes are allowed to initiate a case before the Council of the metropolitan region.

Πρὸς τοῖς ἄλλοις ἀνανεοῦμεν καὶ τὸν κανόνα τὸν διαγορεύοντα τὰς καθ᾿ ἑκάστην ἐκκλησίαν ἀγροικικὰς παροικίας, ἢ ἐγχωρίους, μένειν ἀπαρασαλεύτους παρὰ τοῖς κατέχουσιν αὐτὰς ἐπισκόποις, καὶ μάλιστα, εἰ τριακονταετῆ χρόνον αὐτὰς ἀβιάστως διακατέχοντες ᾠκονόμησαν. Εἰ δὲ ἐντὸς τῶν τριάκοντα ἐτῶν γεγένηταί τις, ἢ γένηται περὶ αὐτῶν ἀμφισβήτησις, ἐξεῖναι τοῖς λέγουσιν ἠδικεῖσθαι, περὶ τούτου κινεῖν παρὰ τῇ συνόδῳ τῆς ἐπαρχίας.
