Our brother and co-servant John, the primate of the island of Cyprus, due to the barbarian invasions, and also with the goal of freeing himself from the slavery of the pagans and freely submitting to the scepter of the most Christian authority, by the providence of a man-loving God and the diligence of our Christ-loving and pious emperor, he moved with his people from the said island to the Hellespont metropolitan region. We, in turn, decree that the privileges granted to the throne of the said husband by the God-bearing fathers previously assembled in Ephesus will remain unchanged, and that the new Justinianople will have the rights of Constantinople and the most God-loving bishop appointed for it will stand at the head of all the bishops of the Hellespont metropolitan region and accept ordination from their bishops in accordance with ancient custom, for Our God-bearing fathers decreed that the customs of each Church should be observed. And let the bishop of the city of Cyzicus be subordinate to the primate of the said city of Justinianople, following the example of all other bishops who are subordinate to the mentioned most God-loving primate John, who, when need dictates, let him ordain the bishop of the same city of Cyzicus.
