On the prohibition for a bishop to arbitrarily move to another diocese or interfere in its administration.
Let no bishop dare to move from one region to another and ordain anyone in the church with his appointment to the ministry, even if other bishops agree with him, unless he arrives at the invitation set out in letters from the metropolitan and with him the bishops of the place to which he is going. If, not having been called by anyone, he disorderly goes to lay hands on someone and arrange church affairs that do not concern him, then what he has done will have no force, and he himself, for his outrage and reckless undertaking, will suffer the appropriate punishment: he will be immediately deposed by the holy Council.
