About the ejection of a bishop who does not have a diocese, who arbitrarily seized the dowager see.
If an idle bishop, having invaded an idle Church, seizes the throne without the consent of the full Council, then let him be expelled, even if all the people whom he kidnapped elected him. A full Council is one at which the bishop of the metropolis is also present.

Εἴ τις ἐπίσκοπος σχολάζων, ἐπὶ σχολάζουσαν ἐκκλησίαν ἑαυτὸν ἐπιῤῥίψας, ὑφαρπάζοι τὸν θρόνον δίχα συνόδου τελείας, τοῦτον ἀπόβλητον εἶναι, κἂν εἰ πᾶς ὁ λαός, ὃν ὑφήρπασεν, ἕλοιτο αὐτόν. Τελείαν δὲ ἐκείνην εἶναι σύνοδον, ᾗ συμπάρεστι καὶ ὁ τῆς μητροπόλεως.
