On the subordination of bishops to metropolitans.
The bishops of each metropolitan region should know the leading bishop in the metropolis, and he should take care of the entire region, since everyone who has business flocks to the metropolis from everywhere. Therefore, it was decided that he should have the advantage in honor and that the other bishops should not do anything without him that exceeds their authority, according to the ancient established rule of our fathers, except only as regards the region of each of them and the places subordinate to it. For it is fitting for each bishop to have power in his own episcopal region, to govern it with the prudence necessary for everyone, and to have care for the entire area subject to his city, in order to ordain presbyters and deacons, and to deal with all matters with judgment, and moreover, not to try to do anything without the bishop of the metropolis, just as the latter - without the consent of other bishops.

Τοὺς καθ᾽ ἑκάστην ἐπαρχίαν ἐπισκόπους εἰδέναι χρὴ τὸν ἐν τῇ μητροπόλει προεστῶτα ἐπίσκοπον, καὶ τὴν φροντίδα ἀναδέχεσθαι πάσης τῆς ἐπαρχίας, διὰ τὸ ἐν τῇ μητροπόλει πανταχόθεν συντρέχειν πάντας τοὺς τὰ πράγματα ἔχοντας. Ὅθεν ἔδοξε καὶ τῇ τιμῇ προηγεῖσθαι αὐτόν, μηδέν τε πράττειν περιττὸν τοὺς λοιποὺς ἐπισκόπους ἄνευ αὐτοῦ, κατὰ τὸν ἀρχαῖον κρατήσαντα ἐκ τῶν Πατέρων ἡμῶν κανόνα· ἢ ταῦτα μόνα, ὅσα τῇ ἑκἀστου ἐπιβάλλει παροικίᾳ, καὶ ταῖς ὑπ᾽ αὐτὴν χώραις.
