Правило 23
That clergy and monastics who stay in Constantinople without the permission of the bishop and cause disturbances should be expelled from the city.
It came to the ears of the Holy Council that some clergy and monastics, not having any instructions from their bishop, and sometimes even being deprived of communication with him, come to the reigning Constantinople, live in it for a long time, causing unrest and bringing the church structure into disorder, and, in addition, upsetting the homes of some. Therefore, the Holy Council determined first to remind such people through the ekdik of the most holy Church of Constantinople that they must leave the reigning city. If they shamelessly continue these things, then against their will they should be expelled through the same ekdik and returned to their places.

Ἦλθεν εἰς τὰς ἀκοὰς τῆς ἁγίας συνόδου, ὡς κληρικοί τινες καὶ μονάζοντες, μηδὲν ἐγκεχειρισμένοι ὑπὸ τοῦ ἰδίου ἐπισκόπου, ἔστι δ᾿ ὅτε καὶ ἀκοινώνητοι γενόμενοι παρ᾿ αὐτοῦ, καταλαμβάνοντες τὴν βασιλεύουσαν Κωνσταντινούπολιν, ἐπὶ πολὺ ἐν αὐτῇ διατρίβουσι, ταραχὰς ἐμποιοῦντες, καὶ θορυβοῦντες τὴν ἐκκλησιαστικὴν κατάστασιν, ἀνατρέπουσί τε οἴκους τινῶν. Ὥρισε τοίνυν ἡ ἁγία σύνοδος, τοὺς τοιούτους ὑπομιμνήσκεσθαι μὲν πρότερον διὰ τοῦ ἐκδίκου τῆς κατὰ Κωνσταντινούπολιν ἁγιωτάτης ἐκκλησίας ἐπὶ τῷ ἐξελθεῖν τῆς βασιλευούσης πόλεως· εἰ δὲ τοῖς αὐτοῖς πράγμασιν ἐπιμένοιεν ἀναισχυντοῦντες, καὶ ἄκοντας αὐτοὺς διὰ τοῦ αὐτοῦ ἐκδίκου ἐκβάλλεσθαι, καὶ τοὺς ἰδίους καταλαμβάνειν τόπους.
