On the conditions for the appointment of bishops and the requirements for them.
That bishops should be appointed to church leadership by decision of metropolitans and surrounding bishops, provided that they have long been tested in the understanding of the faith and living in accordance with right reason.

Περὶ τοῦ τοὺς ἐπισκόπους κρίσει τῶν μητροπολιτῶν καὶ τῶν πέριξ ἐπισκόπων καθίστασθαι εἰς τὴν ἐκκλησιαστικὴν ἀρχήν, ὄντας ἐκ πολλοῦ δεδοκιμασμένους ἔν τε τῷ λόγῳ τῆς πίστεως, καὶ τῇ τοῦ εὐθέος βίου πολιτείᾳ.
