On the need for preliminary testing of proteges.
If some were promoted to presbyter without testing or confessed their sins during testing, but, despite their confession, a person went against the rule and laid hands on them, the rule does not allow such people to perform sacred rites. For the Catholic Church demands integrity.

Εἴ τινες ἀνεξετάστως προήχθησαν πρεσβύτεροι, ἀνακρινόμενοι ὡμολόγησαν τὰ ἁμαρτήματα αὐτοῖς, καὶ, ὁμολογησάντων αὐτῶν, παρὰ κανόνα κινούμενοι οἱ ἄνθρωποι τοῖς τοιούτοις χεῖρα ἐπιτεθείκασι, τούτους ὁ Κανὼν οὐ προσίεται· τὸ γὰρ ἀνεπίληπτον ἐκδικεῖ ἡ καθολικὴ ἐκκλησία.
