On the prohibition for bishops and presbyters to celebrate the Eucharist with wine not mixed with water.
It has come to our attention that in the Armenian country the performers of the bloodless sacrifice bring only wine at the holy meal, without mixing it with water, and refer to the teacher of the Church John Chrysostom, who, in his interpretation of the Gospel of Matthew (Conversation 82), says: “Why, after the resurrection, did the Lord drink not water, but wine? In order to uproot another evil heresy. Since some use water in the sacraments, the Lord, showing that He used wine both when He taught the sacrament and when, after the resurrection without the sacrament, He offered an ordinary meal, says: From the fruit of the vine (Matt. 26:29). The vine produces wine, not water." As a result, they [those who offer only wine] think that this teacher rejects the need to add water to the sacred sacrifice.
So that from now on they will not be dominated by ignorance, we reveal the thought of this father in an Orthodox way. Since at that time there existed the ancient evil heresy of the hydroparastats, who in their sacrifice used only water instead of wine, this God-bearing man, refuting the lawless teaching of this heresy and showing that they were going against the apostolic tradition, composed the above speech. And to his Church, the pastoral leadership of which was entrusted to him, Chrysostom conveyed the command, whenever a bloodless sacrifice was to be performed, to add water, thereby indicating the combination of blood and water that flowed from the honest side of our Redeemer and Savior Christ God for the sake of revitalizing the whole world and atonement for sins. And in all the Churches where spiritual luminaries have shone, this God-given order is observed. And James, brother according to the flesh of Christ our God, the first to whom the throne of the Church of Jerusalem was entrusted, and Basil, bishop of the Church of Caesarea, whose glory spread throughout the entire universe, in the rite of the sacramental rite given to us in writing, they commanded that the sacred cup at the Divine Liturgy be made from water and wine. And the venerable fathers, gathered in Carthage, definitely said about this: “In the holy sacrament, let nothing be offered except the Body and Blood of the Lord, as the Lord Himself commanded, that is, bread and wine mixed with water.”
So, if any bishop or presbyter does not act according to the rite handed down from the apostles and offers a most pure sacrifice, without combining water with wine, let him be cast out as imperfectly proclaiming the sacrament and introducing innovation into Tradition.
