On the approval of the autocephaly of the Church of Cyprus (disputed by the Church of Antioch).
The most God-loving co-bishop Regin and with him the most God-loving bishops of the Cyprus metropolitan region, Zinon and Evagrius, reported on such a matter, which is an innovation that contradicts church decrees and the rules of the holy apostles and encroaches on the freedom of all. Since public diseases require stronger treatment as causing greater harm, and especially if ancient custom does not allow the bishop of the city of Antioch to perform consecrations in Cyprus, as was shown by written testimonies and in their own words by the most pious men who came to the holy Council, then the primates of the holy churches in Cyprus will have the right, without being subjected to oppression and coercion, according to the rules of the reverend fathers and ancient custom, to independently perform consecrations of the most reverent bishops. The same thing will be observed in the remaining dioceses and everywhere in the Churches, so that none of the most God-loving bishops seizes into his hands another area that has not been subject to him for a long time and initially, or rather to his predecessors. But if someone has seized and forcibly subjugated a region, let him give it up, so that the rules of the fathers are not violated and the arrogance of worldly power does not penetrate under the pretext of sacred rites, and so that we do not imperceptibly, little by little, lose the freedom that our Lord Jesus Christ, the Liberator of all men, gave us through His Blood.

Πρᾶγμα παρὰ τοὺς ἐκκλησιαστικοὺς θεσμοὺς καὶ τοὺς κανόνας τῶν ἁγίων Ἀποστόλων καινοτομούμενον, καὶ τῆς πάντων ἐλευθερίας ἁπτόμενον, προσήγγειλεν ὁ θεοφιλέστατος συνεπίσκοπος Ῥηγῖνος, καὶ οἱ σῦν αὐτῷ θεοφιλέστατοι ἐπίσκοποι τῆς Κυπρίων ἐπαρχίας, Ζήνων καὶ Εὐάγριος.
